CharityWatch Analysts perform an in-depth analysis of charities' audited financial statements and IRS tax filings, and often review other documents such as state filings, annual reports, and fundraising contracts during their evaluations. Below are select notes that CharityWatch believes may be of interest to donors.

According to the Purple Heart Foundation consolidated audit of June 30, 2024 (Note 6, Related Party Transactions):

"Grants: The Board of Directors of the Organization is primarily composed of members of the Military Order of the Purple Heart (MOPH) of the U.S.A., Inc., including former National Commanders. For the fiscal years ended June 30, 2024 and 2023, the Organization gave MOPH Auxiliary $20,376 and $10,188, respectively. For the Veteran Service program, total grants amounted to $214,927 and $299,652 for the years ended June 30, 2024 and 2023, respectively. As of June 30, 2024 and 2023, related grants payable for scholarships were $89,800 and $44,000, respectively...

...Thrift operations: The Organization no longer operates a shared revenue thrift operation with any of National's state departments."

According to the Purple Heart Foundation consolidated audit of June 30, 2024 (Note 8, Commitments and Contingencies):

"Household goods donation program: The Organization uses professional fundraising companies to solicit contributions of household goods from the public in 11 thrift campaign areas. The campaign areas are generally centered in Huntsville, Alabama; the District of Columbia; Baltimore, Maryland; Detroit, Michigan; Philadelphia, Pennsylvania; New Jersey; New York; Houston, Texas; Northern Virginia; and Milwaukee, Wisconsin. In order to insulate the Organization from the operating risks of the thrift store business, the Organization has entered into agreements with for-profit thrift store operators whereby the thrift store operators commit to buy all of the household discards produced by the solicitation efforts. These thrift store operator agreements specify that the Organization will provide written notice of termination in advance of the termination date or potentially be exposed to liquidated damages.

The Organization's contracts with the professional fundraisers managing the thrift solicitation activities require that the Organization reimburse the fundraisers for the solicitation costs incurred in the campaigns.

Automobile donation program: The Organization also solicits contributions of titled vehicles and vessels. The contributed vehicles and vessels are either sold for scrap or directly to auction houses for a minimum guaranteed price or to the highest bidder. Approximately 75% of gross car campaign sales are generated from the car campaigns in California, Illinois, Maryland, Michigan, New Jersey, Pennsylvania, Texas and Virginia."
