CharityWatch does not currently offer separate ratings on small, local charities.

If a charity publishes consolidated/combined audited financial statements that include the financial activities of its national office as well its local groups, CharityWatch is often able to analyze this document, along with the tax forms of its largest entities, and provide a rating that reflects how efficiently the charity raises and spends public dollars on the whole.

Volunteers of America does post on its website (www.voa.org) audited consolidated financial statements reflecting the financial activities of some of the legal entities that comprise VOA as a whole. According to its audit of June 30, 2020 (Note 1 re: Nature of business): "...[T]he National Organization provides administrative and management services to 31 locally chartered and unchartered corporations (Local Offices) authorized to operate under the name of Volunteers of America..." The audit does not contain the financial activities of these Local Offices.


VOA also posts on its website a pro forma IRS Form 990. According to its pro forma Form 990 (Schedule O) for the fiscal year ended June 30, 2020, VOA reports re: "the process, if any, used by the organization to review this Form 990" (Form 990, Part VI, Section B, line 11b):

"Volunteers of America, Inc. is a church and is not required to file a Form 990 with the IRS. ... A complete copy of the organization's final pro forma Form 990 (including all schedules) is made available to the entire board of directors in advance of providing the Form 990 to charity ratings agencies and publication on the organization's website.

"Information above [in the pro forma Form 990] reflects the activities of [the] National Headquarters. Information about the activities of the local affiliates is not available at the National Headquarters. This information may be obtained by contacting each affiliate organization directly."
